The document includes two seals: Queen Victoria’s personal seal in her role as the Duke of Lancaster as well as the seal of the Duchy of Lancaster. Contained in original red Morocco case of issue.

Richard Assheton Cross, 1st Viscount Cross, 1823-1914, was a Conservative politician and Home secretary in the governments of Benjamin Disraeli and Lord Salisbury. He was latterly appointed Chancellor of the Duchy of Lancaster by Queen Victoria
